One Million Dollar Bail Offered To Former Secretary Manager

Former Secretary Manager and Director of Finance for the Manchester Parish Council, David Harris was offered bail in the sum of One Million Dollars ($1,000,000.00) with conditions when he appeared in the Manchester Parish Court on Monday, July 10, 2017. Harris was charged by MOCA detectives on Friday, July 7, 2017, for breaches of the Forgery and Anti-Corruption Acts.

In early 2016, an investigation began into allegations that employees of Manchester Parish Council were using their position to commit acts of corruption and fraud from Parish Council Contracts/Funds for their own benefits or and that of others. In June 2016, detectives from MOCA, the Financial Investigations Division (FID) and officers from the Office of the Contractor General (OCG) conducted an operation at the Manchester Parish Council, during which several documents, electronic devices and over $1,600,000.00 JMD and several thousand United States Dollars were seized. Sanja Elliot the then Acting Superintendent of Works along with another was arrested and charged.

During further investigation and analysis of the documents and equipment seized during last years’ operation, the Former Secretary Manager’s involvement was revealed, resulting in him being arrested on Thursday, July 6, 2017.  

He will return to court on Wednesday, September 13, 2017.
