MOCA SECURES GUILTY PLEA IN MAJORMULTI-MILLION-DOLLAR FRAUD CASE

The Major Organised Crime and Anti-Corruption Agency (MOCA) has secured a guilty plea against 30-year-old medical doctor Chloe Douett in connection with an elaborate mortgage and real-estate fraud scheme targeting several Jamaican financial institutions.
Douett pleaded guilty in the Home Circuit Court on July 24, 2026, to seven criminal charges. These include Conspiracy to Defraud, two counts of Uttering Forged Documents, Demanding Property on Forged Documents, Possession of Identity Information, Obtaining Property by False Pretence and Use of Criminal Property.
She was among several persons arrested earlier this year following a complex, multi-agency investigation led by MOCA, with support from the Financial Investigations Division (FID) and other law-enforcement partners.
Investigators alleged that Douett was part of an organised criminal network that used fraudulently obtained genuine documents, forged identification documents and fictitious identities to circumvent security and identity-verification systems at several financial institutions. The wider scheme, which allegedly operated between January 2023 and April 2024, involved the fraudulent acquisition and transfer of titles for several high-value properties. These properties were then purportedly sold using mortgage loans obtained from unsuspecting financial institutions. The total value of the alleged fraud is estimated at approximately $600 million.
MOCA’s Director of Communications, Major Basil Jarrett, described the guilty plea as an important breakthrough in one of the Agency’s most complex financial crime investigations.
“This guilty plea validates the painstaking investigative work undertaken by MOCA and our partners over several months. The sophistication of the scheme, the extensive use of false identities and supporting documents, and the sums involved made this an exceptionally complex investigation,” Major Jarrett said.
“It also sends a clear warning that the complexity of financial schemes such as this one are not beyond the reach and capacity of the Agency, as MOCA has developed the investigative and technical capabilities required to unravel these organised financial crimes and bring those responsible before the courts.”
MOCA thanked the FID, the ODPP, the Court Administration Division and the other entities that supported the investigation and prosecution.
Douett has been remanded into custody until October 30, 2026, for sentencing while proceedings against the other accused persons remain before the courts.
